Unfortunately under the laws of all states in this country, the only thing you can do regarding the mess that your neighbor's tree is making is to speak with your neighbor and see what can be done about it. Meaning, perhaps the neighbor would prune the tree or cut it down.
Other than that, there really is not much you can do. Under the law, you can prune its branches that are hanging over your property.
