Yes, if you put them on notice (and better yet, can prove that in court (e.g. if you send them written notice, send it some way or ways you can prove delivery)) of a risk or threat and they ignore it, you would be well-positioned to sue them for any losses, damage, costs, etc. you incur. When someone fails to take reasonable steps (e.g. tree trimming or even cutting them down) to prevent a known risk, that is negligent, or unreasonably careless, and would support holding them liable.
