The Will states that the property will be split between all 7 siblings, my sister included.

It depends on what is in the best interests of the estate. The executor will make that decision. If they think that having it occupied by your sister and her husband will facilitate a sale then they would probably be allowed to remain; if not then the executor can give them a notice t vacate (and evict them if necessary). That having been said, if the executor doe let them stay the could be required to pay rent.
