There is an habitual offender license appeal available. An habitual offender is one who has been convicted twice of DUI within a 7-year period, or who has been convicted 3 times within a 10-year period (See page 28 of the Michigan Department of State Driver License Appeal Practice Manual at: http://www.michigan.gov/documents/2000_with_links_19846_7.pdf).
