What are my wife’s rights to a salary?

My wife is a dental assistant and a hygienist. She is paid 2 different rates of pay – 1 for assisting and 1 for hygiene. Recently her employer told her that she is going to strictly commission for hygiene. Is this legal? Is any of this legal (2 rates of pay and/or hourly to commission) ?
