Yes, it is completely legal, even if also completely unfair: the law does not require employers to provide employees with time off, paid or even unpaid, to attend doctor's appointments, whether their own or their families. The only exception would be if the situation was covered by the Family and Medical Leave Act, but attending a pregnant spouse's doctor's appointment would not be.
