What to do if my wife’s mother died without a Will?
She is the only child. We were wondering what she needs to do about her mother’s mobile home; it’s only worth around $4000.

If your mother passed without a Will or a trust in effect then the way you would resolve her estate would be through an "intestacy" proceeding where per state statute the heirs closest in relation to her would end up inheriting the net assets of her estate.
I suggest that you consult with a Wills and trust attorney about your matter. As to transfer of the title of the mobile home, perhaps getting a court order allowing its sale would be in order through the "intestacy" proceeding.
