Is it legal if my employer had a contest with my store and 2 others whereby the losing store’s servers would pay a pizza party for the winning store?
I work for a franchise. They recently did a contest with my store and 2 other stores. The winning store would win a pizza party paid by the servers of the other 2 stores. I never agreed to participate. Now they are collecting $3 from the servers. Is it legal for them to do this?

Not unless you consented, or agreed to it, which apparently you did not:
1) You can't be held to any contract or agreeement you did not actually agree to.
2) Employers may not withhold or otherwise take money from employees, except as ptherwise required by law (e.g. tax withholding), without employee permission.
Of course, for $3, as practical matter, it's probably better to pay then fight--but legally, you seem to be in the right.
