I was at fault and hit a parked car with no insurance. What legal action can be

Your new insurance will deny the claim because you were uninsured when the accident occurred.
Since you were uninsured, you will most likely be sued for negligence for the property damage (cost of repairs) to the parked car.
Although the law varies from state to state, any penalty by the Illinois Dept. of Motor Vehicles for driving without insurance should be mitigated by the fact that you can now provide proof of insurance.
You may also receive a traffic ticket from the police for driving without insurance.
