If our real estate agent lied about the seller accepting our offer, do we have any recourse?

Our buyers agent said the seller accepted our offer, but he didn’t disclose he gave the seller 1% of his commission to make the deal go through. We proceeded wtih an inspection and appraisal. The appraisal was 10% lower than the agreed on price and now we find out the seller was so firm in her price, she didn’t even agree to the counter offer we were told she accepted. Does our agent owe us a reinbursement for the inspection and appraisal that we would not have gotten if we knew the seller wouldn’t even negotiate to our offering price? The seller won’t budge on the price.

Yes, I believe that you do.  You have a fraud and misreporesentation claim against your agent and that agent should reimburse you for the costs associated with the deal that you would not have incurred had there been open and honest dealings here.  Good luck.
