I have a small animal boarding facility in Mississippi. I have 5 employees. I do payroll every w weeks. Am I required to pay time and a half all hours over 40 hours per week? A friend said her husband does not pay overtime until after 45 hours per week. So overtime after 40 hours a week or 45 hours per week?

It is 40 hours per week under federal law: the Fair Labor Standards Act, or FLSA. Your friend's husband is violating the law and if an employee sues him or files a complaint with the department of labor, could face substantial liability.
