Is it legal for an employer to make you pay back
money from accepting a fake 20 bill? The employee

Yes it is unless doing so would violate the terms of an employment contract or union agreement. The fact is that most work relationships are "at will" which means that a company can set the conditions of employment much as it sees fit (absent some form of legally actionable discrimination). That having been said, it cannot make a deduction for such a shortage from your paycheck without your written consent. So, unfortunately, your choices are to either pay the money or refuse but risk termination.
