Payroll not witholding proper amount in 2003

A mistake was made by in 2003 where i did not pay my state 2003 taxes which i owe money for as of late. that year was the only year i would have had to owe money if i in fact had filed. I checked old w2 forms for 2003 and only $20 dollars was withheld. In 2004 $400 dollars was withheld. Payroll claims to have no records that far back for me. Is Payroll liable in a situation like this? If in fact i did file for that year I would have caught the error then would payroll have been liable then? I have always gotten a return from the govt. that would have been the first year i would have owed.

It depends.  Why didn't you file? Did you make less than the minimum to file? Why didn't you check your W2 and W4 forms to ensure no error was made in 2003 or 2004? The problem is the onus is on you, as well and it has been 6 years.
