What is the law regarding per diem expenses/pay?

We agreed to give our employees $20 for meal for per diem when they stay the

night away working. We cover lodge and fuel as well. They are stating that we are

requires to provide $56 per day. Is this true?

No, it is not true. There is no law requiring any per diem or all, or if you grant one, specifying how large it must be; there is not even any law requiring reimbursement of any expenses employees incur while traveling. It is up to employers how much to pay and when for travel expenses, and it would be legal to provide no money and make employees bear these expenses themselves.
