If someone makes up a lie and tells someone and the person they told believes this lie then that person retaliates and commits a criminal act because of the lie is the person who made up the lie committing any type of criminal crime and can they also be sued in civil court?

Well, it depends on the type of lie and to whom told. There are such things as defamation, intereference with criminal prosecution, obstructing justice, etc.
