Does this action violate the terms of any applicable union/collective bargaining agreement or employment contract? Does your treatment constitute some form of legally actionable discrimination? If not it is perfectly permissable under the law. The fact is that in an "at will" employment relationship, a company can set the terms of employment much as it sees fit. This includes who to suspend, when, why and for how long.
