I received a raise at work for taking on additional responsibility that was approved by our CFO in January. I have the raise amount documented with my name next to it for the FY11 year in the annual budget, in an official e-mail with our CFO cc’d on. We are currently being measured against the budget. I still haven’t received the raise in my paycheck though. They know I am planning to leave for business school soon, and they are now trying to tell me that I am not getting the raise. Since getting into school, my work has not wavered in quality, and I received a perfect performance review.

When you say that "they" are denying you the raise, whom do you mean? Do you have an HR department? Someone to go to to discuss what happened? You seem to have very good documentation of the offer and the actual accounting of you in the budget for the raise. I would speak with the department of labor on the matter and quite possibly an employment attorney. You did not state if the raise was conditioned upon anything other than taking on the additional responsibilities (like staying for at least a year, etc.) so be prepared for those questions as well.
