Unless they willingly step aside, an executor can only be removed if they breach their "fiduciary duty". In other words, if they are incompetent at handling estate adminsitrative matters and cannot adequately perform their duties, if they commit some sort of malfeasance (e.g. self-dealing) of some sort, and the like.
