Repairs for my house were not taking out during closing by the title company as written in the contract. Who is liable for the fees?

If the cost of the repairs was to be taken out of the sale price (how much the seller was bering paid for the home), then the seller would be liable: in coming from the money he or she was to receive, that showed he or she was responsible for the costs.
