If you mailed an item to the wrong address and the recipient refuses to return it after repeated requests to do so, your legal recourse after you have sent several letters seeking the return would be to bring a small claims action against the person who mistakenly received the mailing.
If the item was mailed through the United States Post Office, you should consult with your local post office to see what if anything it can do to assist you in your matter.
