If I am on short term disability from one
company due to physical restraints, am I legally
able to begin a work from home job during that
time?

No, your state is very clear that if you work--even at a different job, and/or even from home--you cannot at the same time receive short-term disability (STD). STD is income replacement when you cannot work due to a medical condition, etc.; if you are working, you do not need, and are not eligible for, that replacement.
