I have been working in a job full time in Philadelphia, PA for 3 years and 5 months and have not received any of my sick time. I now quit that job and I’m wondering if they need to pay me for that time they never even acknowledged.

Whether you should have received sick time to use while you were employed (and based on what you write, you should have if you worked within Philadelphia) or not is, unfortunately, irrelevant at this point. You write that you have quit the job: there is no legal requirement in either your state or the City of Philadelphia requires that unused sick time be paid out when employment ends. Therefore, since your employment is over, you are not required to any payment for any time you did, may have, or should have had.
