What to do if someone hit my parked car when it was on the street but they did not have insurance and neither did I?
The person got arrested and has court soon. The car was parked on the street no more than 6 hours for repairs I was doing. The car had no insurance because it was under repair upgrades. How would I go about getting restitution for my loss?

Since neither you nor the person who hit your car had insurance, your only recourse is to sue the person for negligence.  When you obtain a court judgment against the person who hit your car, you can enforce the judgment with a wage garnishment.
