There is no statute of limitations for a warrant.  In other words, warrants never expire.  A "statute of limitations" only has to do with the time in which charges must be filed.  Since they have already been filed, it does not apply to your case.  The only way to handle this is for the defendant to turn themselves in.  They need to speak with an attorney ASAP in the area where the warrant was issued.  A skilled and experienced lawyer can advise best as to handle things.  The defendant should select legal counsel in the area where all of this happened; they will have local contacts in the prosecutor's office that they can use to the defendant's best advantage.
