If the dealer of my brother’s car did not install thesecurity systemthat was paid for and the car got stolen, is it 100% liable?
We were thinking that they should compensate for the value of the property stolen since they neglected to install the system. That means they should replace the car or give us similar or equivalent value for it. Can we demand this? I think there is still negligence on the part of the dealer. What are our options?

Unfortunately if the auto dealership failed to install the anti-theft mechanism within your brother's car and it was stolen, the dealership is not responsible for the value of the car that was stolen. The anti-theft mechanism is simply a deterent for theft, it is not a guarantee against theft.
Hopefully your brother had auto insurance placed on the car that was stolen.
