Title transfer
I paid the final payment on my mobile home the
first of may. The previous owner is taking her
time getting title transferred to me even though
I asked her mid February to make sure all was
in order. How long does she legally have to get
the title to me?

Once you made the final payment, she should have transferred title to you as quickly as she reasonably could--typicall within days or a very few weeks. If she will not finally transfer the title to her, sue her for "breach of contract" (violating the agreement under which you paid her for the title) for "specific performance"--for a court order requiring her to turn title over to you.
