No, a Skype video chat is not the same as an in person meeting which is required to have taken place within 2 years of filing the fiancee visa petition.� it has to be a physical, in person meeting.� You can travel to your fiancee's country if even for a few days to accomplish that or meet in some third country location for a few days to satisfy the requirement.
