Two Week Notice Pay Difference

If you quite without giving an employer a two week notice, can
they legally only pay you minimum wage for your hours versus
your regular wage… even if you signed a hand book stating
you agreed with that?

Unless you had a written employment contract for a definite period (e.g. a one-year contract) which was still in effect (unexpired) and which locked-in or guaranteed your pay, your employer may reduce you pay at will, at any time, so long as they still at least pay you minimum wage. So yes: the employer could reduce your wage to minimum after you gave them notice.
