Federal/state law has requirements for who should recieve overtime pay. Some employees are known as "exempt" which means that the OT laws do not apply to them; other workers are "non-exempt" which means that OT laws do apply.
If you are a "non-exempt" employee, than you and all other non-exempt co-workers are entitled to overtime pay for any hours over 40 that you work in a week. Non-exempt typically refers to hourly workers, although that is not always the case.
