If we have a 13 period reporting with payroll paid every 2 weeks but every 5 years we have a 5th week due to this, is there a problem with paying the employees a “1-week payroll”?

The fiscal year included an additional “5th Week” to keep our calendar up to date; this happens every 5 years. The payroll calendar will be back on the regular 2-week after this payroll.

Legally, there is no problem with this at all: companies set their own payroll schedules and may both alter then at will and may also choose to pay their employees at times more frequently than their normal schedules, so your company can do this.
