Yes, it is legal, because the law accepts the fact that in our culture, men and women do dress differently. For example, a professional dress code for male lawyers includes wearing ties; it does not for female lawyers. It would be illegal to have a dress code for one sex but not the other; it is not illegal to have a code that reflects culturally accepted gender differences in dress. Men's shirts generally are tucked in for a neat appearance; women's are not.
