According to the Texas Board of Pardons and Parole there is no such hearing. Rather, the matter of parole is handled administratively. That is, your file is sent to them, reviewed and a determination is made.
Possibly for a parole revocation there is a hearing but you did not specifiy as to whether or not this is the case in your situation. Your best bet is to contact an attorney in your area for a more definitive answer. If money is an issue, you should try the public defender or legal aid office.
