Essentially judgment debtors have the right to be made advised in wriitng after a wage garnishment or a levy has been served upon an employer or bank account. The judgment debtor has so many days to serve a and file a claim of exemption when such occurs to contest the proceeding. If such is not done, then the sheriff receives the wages and money from the bank.
Other than that, the judgment debtor really has no other "rights" other than to pay off the debt with accrued interest and allowable costs owed the judgment creditor.
