What can I do about illegal dumping on my vacant residential property?
Someone keeps dumping trash on the right of way and the city keeps giving me a code violation.

Unfortunately, you are responsible for code violations on your property, so may be properly and legally cited for them. If you can discover who is doing this, you could sue them for compensation (for any fines you pay; for clean-up costs; possibly for legal fees you incur; etc.) and also press charges. You may wish to install video cameras to find out who is doing this.
