What can I do if a business owner listed me as an owner without me knowing?
I was working for a business and was never supposed to be a legal owner. I
have not worked for this business in over a year and now the state is
contacting me because they have not filed their taxes. What can I do?

Prove that you were not the owner: provide documentary evidence (such as an operating agreement, certificate of formation or incorporation, etc., which should list founders/owners) and also a notarized affidavit from you (and affidavits from anyone else with knowledge of the situation) that you were not the owner of the business but only and employee; and were listed as the owner in error.
