Do you mean the kids themselves refuse to come or your ex spouse is refusing to send them?  If she is in compliance with the order but the kids are refusing to be with you I might suggest that this is really more than a legal matter.  You should speak with a counselor about what is going on with the children.  Maybe take little steps and take them to lunch and a movie rather than overnight if it is causing angst.  Just a start. If it is that your ex will not allow it then that is contempt and violation of a court order and agreement.  You would take her back to court. Good luck to you.
