What constitutes a new roof?

Approximately 90% of a replacement roof was put on my home. Does that percentage constitute saying we have a new roof?

Is this for purposes of selling your home?  Then I would not mix words or try and figure out what constitutes a new roof.  I would say just what you say here:  that 90% of the roof was replaced in the last year or in May or whenever.  And then have the estimateavailable for the prospective buyers to view.  If this is for purposes of an ad to be placed in a real estate section then I might say that roof has bee "updated" and then explain the above later on.  If the prospective sellers have the home inspected and the inspector notices that portion that was not replaced then you can start to get in to problems with the buyers and they may try to re-negotiate the price, etc.  Best to just be straight forward.  Good luck.
