A mechanic's (or construction) lien is a charge against the property of another person which acts as security for a debt that is created. It is placed in order to obtain priority of payment for the value of work performed and materials provided in the erection/repair of a building, etc. Specifically, such a lien on property is for a debt owed to a subcontractor and that is placed on the property that is to be paid when the property is sold.
