We have offered $100 to the neighbor for tree removal.

More information is needed here as to why the neighbor would like to remove the tree. If the tree is not diseased or in danger in any other way as to become a lability then you are under no obligation to remove it or consent to removal or pay for removal at another's request. If they don't like the limbs or leaves hanging over, etc., then they can pay to have them trimmed back. Please write back and give more info. Good luck.
