What kind of attorney would I speak with about the unlawful release of medical information?
I recently received a medical bill in the mail from a collection agency that list the procedure that I received from my doctor 3 years ago. Is your confidential information such as service received from your doctor allowed to be released to a collection agency?

Under the laws of all states in this country, it is legal for a treating physician in an attempt to get paid to release information in general about a patient or former patient in order to get paid.
Additionally, the collection agency for the bill that you seemingly owe is an agent under contract for the doctor which is allowed to have received the information it received for the task that it has been directed to do.
