If a vendor or service shop performs the work it is hired to do negligently (or carelessly) and damage results, they would be liable, or financially responsible, for that damage. If the business will not voluntarily pay, you could sue them to enforce their liability; you would need to prove, such as by testimony, police reports, any correspondence your received from the business (such an email taking responsibility), or other evidence that the business put the tires on incorrectly, and that caused the tire to come off and cause damage.
