A property was obtained in 92. With no buildings. 200 a steel building was built with having to get city permit in which they apprvd The local coop looked into past plats & found out a city steet was never developed that runs right through our building, they offered the city $45,000 to purchase this street to expand thier buisness, which was apprvd. No we are out of a loss of close to $60,000 & the city attorney said nothing we can do. We nor the city was ever aware a road was there undeveloped since 1903.

This is a very unusual problem. I would say that the owners of the land before you acquired rights to that section. I would not have offered the 45K as the city slept on their rights and that section was acquired over time. I think that the city atty is try to take advantage of a situation and you should fight to see what if any you can do to have a court determine that you own that section.
