Your question hails from the state of Oklahoma.  Generally speaking many states have a residency requirement but also many counties do as well.  In Oklahoma you must be a resident of an Oklahoma county for at least 30 days before filing the petition. Once the petitioner - you - meets this requirement, you can file in the county in which you reside. Make sure you also qualify for an annulment on the grounds listed in the Oklahoma statute. Good luck.
