Who do I sue

I was hit by a car rented by
enterprise. It was a hit and run, my
car is totalled along with another car
this woman hit. I am being told I’m
just out of luck that enterprise is not
responsible for a driver that was not
authorized to drive the car

You are out of luck in regards to the rental company: they are not liable for unauthorized drivers, since such persons did not have the right to drive and the company took no responsibility over them. You can sue the at-fault driver who hit you; and if he/she was allowed to drive by the person who had rented the car, you can sue that person, too, for allowing the at-fault driver to take their car.
