The burden of proof that the police officers need to arrest a party is different from what may be needed for a prosecutor to indict a party for a crime. It also may be that there was some bargaining involved in the matter between the arrested person's attorney and the prosecutor to have him plead to a lesser charge in exchange for something like information or entering in to a rehab program, etc. There really could be a number of reasons and it is difficult to try and figure out an answer here with the information provided.
