Prior to clsoing, as the owner the seller can put in such a deed restirction. After sale, the seller no longer has rights to or control over the property.

Not after the property is already sold, or even after it was contracted to be sold but before closing. Once the property is sold and it belongs to another, the seller has no more power over it. And once it is contracted to be sold, the seller is bound by contract to not make further changes to the property: he cannot alter what the buyer contracted to purchase.
